The Dutch government plans to cut about 25,000 central-government full-time positions by 2035, according to reports published October 26–27. The overhaul includes an ambition to raise government productivity by 20% through artificial intelligence.
For civil servants and AI suppliers, this is a staffing and spending plan ahead of a deployment plan. A productivity ambition cannot show that software will absorb the work of 25,000 posts. Task-level proposals in early 2027 and the spring budget, when the split of cuts across departments is due, will decide whether that framing changes.
Key facts
- Planned reduction
- About 25,000 full-time positions
- Staffing deadline
- 2035
- Productivity ambition
- 20% increase
- AI proposals
- First quarter of 2027
The targets and the workforce arithmetic
The AI ambition is a 20% rise in government work output, according to TechRadar. It describes AI as a way to absorb work as staffing falls. This productivity target is separate from the percentage of positions being removed.
The wider program targets €3.5 billion in annual savings from 2035, with an interim goal of €900 million in 2027, according to The Star and Trending Topics. Neither account allocates a share of those savings specifically to AI or provides its implementation costs.
Reported workforce totals and reduction percentages differ:
| Measure | Reported figure and source |
|---|---|
| Workforce baseline | 160,000 officials at end-2025 — The Star; roughly 170,000 central-administration civil servants — Trending Topics |
| Reduction share | About 16% — TechRadar; around 20% — Reuters-attributed report carried by Global Banking & Finance Review |
| Planned reduction | About 25,000 full-time positions — Global Banking & Finance Review and Trending Topics |
Dividing 25,000 by 160,000 gives approximately 16%; dividing it by 170,000 gives about 15%. A 20% reduction would imply a workforce base near 125,000, which none of the four accounts reports. The 25,000-position target is therefore the clearer measure of the planned reduction, rather than either reported percentage.
The proposed contraction follows workforce growth. The Star puts the end-2025 count of 160,000 officials at 41% above its 2018 level.
Offices, rules and the people affected
At least 500 rules would be scrapped or simplified each year, according to TechRadar and Trending Topics. Office provision would fall to one workstation for every two employees, alongside sales of surplus buildings. Standardizing government IT systems is another measure reported by TechRadar.
Ministries, inspectorates and implementing agencies—the agencies that carry out policy—would face the greatest impact, according to the Bloomberg report carried by The Star. Some departments could face staffing reductions of 45% or 60%. Police and military jobs are exempt, an exclusion also reported by Trending Topics.
For affected workers, the accounts do not specify whether positions would disappear through dismissals, retirements, unfilled vacancies or hiring restrictions.
Dutch and European technology suppliers would receive preference to reduce dependence on non-European technology, according to the Bloomberg report carried by The Star. That preference places the efficiency drive within a wider effort to change where government buys its technology.
Detailed AI proposals are expected in the first quarter of 2027, according to Global Banking & Finance Review and Trending Topics. The latter places departmental allocations in the spring budget. Those decisions should show which tasks software would take over and where the staffing reductions would fall.
